    Dear Aspirant,

-->> There is nothing to laugh on you.

-->> It is not neccassary that a good acadamic record holder only becomes IAS, IPS etc.

-->> The age in which you have some downs in your acadamic records comes in so many candidate's life but they same proves their intellictual ability when they got selected in some reputed posts like IAS, IPS etc.

-->> So do not worry about your percentage.

-->> Now you want to give Indian Civil Servies exam then go for it easily as other do.

    ~ELIGIBILITY CRITERIA~

-->> EDUCATION: A pass only pass in any stream graduation degree but taken from recognized university.

-->> AGE CRITERIA: Should be between 21 and 30 years on 1st August of notification year.

-->> UPPER AGE RELAXATIONS: Given to OBC(3 years) and SC/ST(5 years).

    Hello dude!

Don't worry about that why because no government job requires that B.TECH or any DEGREE to be completed in restricted period that is you need not complete B.tech only in 4 years or degree in 3 years. So i think you are eligible to write the exams because some require degree with55% of marks and you can also attend the exams such as Bank clerk exams,Indian army and Indian navy,V.R.O's and V.R.A's in Andhra pradesh.
So be prepared to write the exams and start preparation.

HOPE THE INFORMATION HELPED YOU AND ALL THE BEST.

yes dear you can give the exams like IPS, IAS because the eligibility criteria is -
    1. completion of graduation
    2. age limit is 21yrs to 30 yrs.

you are also eligible for other exams provided you have no backlogs.
all the best and do well.
