    Hello

    The government enterprises means the enterprises and the body is completely owned by the government,the government is the only owner of that enterprises and no body holds any share in it.

    Whereas the government undertaking means the organization,in which government has a share only but is not completely owned,means the government has a share but there are are also other owners and the share holders in that organization,like the State Bank Of India is a government undertaking as it holds 50% of the profit made by the bank.

    Hence a government enterprises means there is only one owner of that enterprise and that is the government itself like BSNL,OIL INDIA,and the government undertaking means the government just have a share in it.
