No, you cannot apply in between your engineering graduation. for applying in railways you have to at least complete your your b.tech degree. But yes, you can apply if you have done any diploma course or ITI course. Also you can apply for the Non-Technical jobs but you will become an engineer in next 1 year and so it is not appropriate for you to apply for the non- technical job exam.

So, I would advise you to first concentrate on your studies and if you can prepare for the exam simultaneously so that extra time of preparation is not wasted, it will act as a bonus for you. The various books that would help you in your preparation for the RRB exam are as follows-
• D.M.R.C.Practice Papers, Author-CH Editorial Board
• RRB—Non-Technical (Commercial/T.A./Goods Guards etc.) Exam Guide (Centralized), Author-RPS Editorial Board
• RRB Centralized Exam (Non-Technical) (English/Hindi), Author- CBH Editorial Board

These books will cover almost all the syllabus that comes in the exam. The subjects on which a candidate is tested in this exam are-
~Arithmetic
~Reasoning Ability
~Technical Ability
~General Knowledge
~General Awareness
The paper consist 100-120 questions and you will be given 1:30 hrs time to complete it.
