You can apply for most of the govt exams while pursuing your 8th semester and rest of the exams after completing engineering.

Some of the books which would be helpful in every govt. exam are as :

    1) For General Knowledge - Lucent GK Book, Wizard monthly magazine

    2) For English - TMH Objective English

    3) For Maths - Quantitative Aptitude by R S Agrawal

These books along with your subject books will help in Civil Services Exams too.
