Right now you are working in PSU which itself is a brand ,there are candidate who are dying for the PSU jobs and you are now not interested in it .As your age is 28 years so at this age it will be hard to find another job for you if you are in general category because you are out of age.If in case you belong to some reserved category then you can apply for many sectors as there is age relaxation for the reserved categories .

If you are not satisfied with your job then you can apply for the CIVIL SERVICE EXAM as this is the most renowned job in INDIA . But you are running out of age so you get a little time to clear this exam .Firstly there will be a written exam and those candidate who clear the exam will be called for the next round which is a main exam and after this there will be a personal interview and based on the performance of candidate they are selected .
